NIA Administrator, General Ricardo R. Visaya (Ret.) inspected the on-going construction of the Angat Afterbay Regulator (Bustos Dam) located in Barangay Tibagan, Bustos, Bulacan on June 7, 2017.

The AARD is the largest Rubber dam in the Philippines, which is now under rehabilitation. The scheme of work is consisted with the repair of dam: replacement the rubber gates, which turned brittle due to the test of time; improvement of the downstream apron, training walls and gates and repair and improvement of Main Canals, Laterals and its appurtenant facilities. The objective of the repair is to; rehabilitate the AARD and its appurtenant structures to prevent from further damage, improve irrigation water delivery and cropping intensity of AMRIS Service Area in support of the agricultural development program of the government and serve as flood control during rainy season to prevent flashf lood downstream of Angat River.

The  administrator was joined by the Provincial Governor of Bulacan Wilhelmino N. Sy-Alvarado, 2nd District Representative Gavini “Apol” Pancho and Bustos Mayor Arnel F. Mendoza.   

Prior to the inspection, a short program was conducted led by a message by Governor Alvarado, who in his speech expressed his delight for the rehabilitation of the AARD because although even a very minimal volume of water was allocated for irrigation, the repair of the dam will be of help in restoring sufficient water for use in irrigation of Bulacan farmers as well as in some portion of Pampanga, likewise it would serve as flood control for it would fetter flashfloods downstream that submerges the western municipalities of Bulacan especially during rainy season.

The replacement of the rubber sector gates is very vital, for it already reached its life span of 15 years and already turned brittle that anytime would bring risk and may lead to loss of life and properties downstream once it was totally damaged.

General Visaya in his message, assured the Bulakenos that all the support NIA could give will be provided through the multi talented and untiring Region 3 Manager, Josephine B. Salazar.

Prior to the actual inspection, BANE IMO Manager Angelito S. Miguel briefed the inspectors on the scope of construction that the AARD will undergo aside for the replacement of rubber gates.

After the program, the project inspection was conducted, enjoined by the NIA Deputy Administrator for Engineering and Operations, C’zar M. Sulaik and several engineers from the NIA Central Office and Regional Office.

Also present in the inspection were the managers of PAMBAT and TARZAM IMO together with the engineers and key staff of the respective offices.
