NIA REGION III- Unexpectedly, the former 4th District Representative of Negros Occidental and now 1st District House of Representative of Tarlac visited the Angat Afterbay Regulator Dam (Bustos Dam) located in Barangay Tibagan, Bustos, Bulacan on September 22, 2016. The widower of the late beauty queen, actress turned into politician Rio Diaz, Congressman Carlos “Charlie” Cojuangco arrived late noon at the perimeter of the Bustos dam to visit the structure and its appurtenant facilities. He was amazed upon seeing the second largest rubber dam in the world attached into six spans concrete weirs with a length of 76.9 meters.
The purpose of his visit is to make a personal study if the said irrigation system may be adopted by his district in the province of Tarlac. Through the technical people of NIA Region 3 and Bulacan Aurora, Nueva Ecija, Cong. Charlie was briefed on the historical background and operation system of the Bustos Dam. He was also informed of the overall project objectives and its scope of rehabilitation works.
Cong. Charlie even asked if the old rubber dam to be replaced can be installed in a dam in Tarlac, particularly in Magsaysay dam located in Mayantoc. But technically it cannot be, for the life span of the rubber dam had already met and it is presently brittle and very risky to reuse, also it will require additional equipments for its inflation and deflation which also costs millions of pesos. And it also requires a thorough study to find if installation of a rubber dam is feasible for his pet project in Tarlac.
Congressman Charlie Cojuangco was met by the key technical staff of the BANE IMO headed by its Division Manager, Engr. Angelito S. Miguel and the NIA Regional Office headed by the Division Manager of Engineering and Operations Division Engr. Virgilio J. Ilao, and of course with the untiring and mesmerizingly beautiful Manager of NIA Region 3 and concurrent Project Manager of the Balog-balog Multi Purpose Project (BBMP) II, Engr. Josephine B. Salazar.
