San Fernando, Pampanga. The National Irrigation Administration (NIA) Regional Office 3 with office address at Tambubong, San Rafael, Bulacan conducted the Joint NIA-IA Congress at Bren Z. Guiao Gymnasium, City of San Fernando, Pampanga bears the theme “NIA at MagsasakaMagkatuwangsaSerbisyoTungosaPagbabago”. The occassion took place 5 of April 2017.
Said event was attended by close to 800 farmers coming from the provinces of Aurora, Bataan, Bulacan, Nueva Ecija, Tarlac, Zambales and Panpanga that comprises the Regional Confederation of Irrigators Association of Region 3 and of the men and women of NIA as well as with representatives from other government agencies like the Department of Environment and Natural Resources (DENR) and Department of Agrarian Reform (DAR).
The special guest speaker was the newly appointed NIA Administrator Gen. Ricardo R. Visaya (Ret) who expressed and laid down his commitment to eradicate Graft and Corruption in the agency, instituting measures to improve the delivery of service, uplifting the morale and welfare of the NIA’s human resource and strengthening the administration’s organization structures and development essential capabilities. He honestly admitted that just like in any organizations, there are stains of graft and corruption, but stated that there are still hopes to remove the dirt as per the efforts of the Duterte administration deepens and intensifies.
Gen. Visaya also denied the radical propaganda issued before in some tabloids that he is against farmers and should not head the agency which delivers the essential services and needs of farmers and to attain the governments thrust of attaining rice self sufficiency.
And finally, he pleaded for everyone’s support and commitment to steer the agency towards a better position.
The event was successfully conducted through the effort of the men and women of NIA Region 3 which was spearheaded by its Regional Manager Josephine B. Salazar.
