The Operations and Maintenance (O&M) Section of NIA Bulacan IMO, headed by IMO Manager Engr. Placida C. Cordero and O&M Section Chief Engr. Ernesto L Mapoy, Jr. is in action during the onslaught of Typhoon Carina on July 24-25, 2024.
During this challenging time, a consistent support was exhibited by Water Control Coordinating Unit Head Francisco J. Clara and the Gatekeepers of six dams in the Province of Bulacan, namely, Angat Afterbat Regulator Dam (AARD), Upper Maasim Dam, Maasim Dam No. 1 (Bahay Pare), Maasim Dam No. 2 (Dulong Ilog), Bulo Small Reservoir Dam, and Bitukang Manok Check Gates.
The incoming Southwest Monsoon, enhanced by Super Typhoon Carina, hit the province on July 24, 2024 which brought heavy rainfall in Bulacan, Pampanga, and other nearby provinces and cities.
As part of the early disaster preparation, the O&M personnel was placed under red alert to perform immediate action and counter-measures as per standard Dam Protocol. The immediate coordination with all concerned departments, divisions, offices, agencies, and LGUs, including the PDRRMC, provided an early notice to the public regarding the pre-emptive dam water release, status, and counter-measures for the possible effects of the typhoon. These include dissemination of timely warnings and dam status updates to farmers and residents in potentially affected areas. Social media, text messaging, and official letters were used as mode/tools of communication.
The O&M field personnel were instructed and directed to stay in their post of assignment in all dams managed, supervised, operated, and controlled by the Bulacan IMO. The immediate pre-emptive water release by gradually opening the sluice gates/check gates is one of the dam counter-measures to cater the incoming local inflow and river discharge, including the Ipo Dam Release to. This is necessary to maintain the dam stability and capacity to countermeasure the forthcoming impact of the water inflows, thus preventing dam stress and breakdown. Additionally, all O&M Field Personnel conducted the standard dam protocol of securing that all dam intake gates to the main canal are closed to prevent flooding.
