A week after Aurora forum, the Stakeholders Forum in the Province of Pampanga was conducted in Kingsborough International Convention Center in the City of San Fernando. That was on February 9, 2018.
A very challenging event due to the presence of the NIA top Management came along the way from the Central Office headed by the incorruptible Administrator and former Chief of Staff of the Armed Forces of the Philippines, Gen. Ricardo R. Visaya (Ret.). With him is the Deputy Administrator for Administrative and Finance of NIA, MGen. Romeo G. Gan (Ret.), the Manager of the Public Affair and Information Staff, Madam Pilipina P. Bermudez and other Central Office staff who witnessed and joined the conduct of the forum.
The forum was graced by the Provincial Governor Hon. Lilia G. Pineda and most importantly by the former President of the Republic and now 2nd District Representative, Hon. Congresswoman Gloria Macapagal-Arroyo. Congressman Juan Pablo P. Bondoc of the 4th District of Pampanga is likewise present and some honorable mayors from different municipalities of the province. Also present were the Philippine Army and Police Officials and other representatives from LGUs and other government agencies.
The Operations Manager of the Upper Pampanga River Integrated Irrigation System (UPRIIS), Engr. Florentino David was also present with the key staff for the presentation of status of irrigation development covered by the UPRIIS in the easternmost part of Pampanga.
After the presentations, most importantly followed the signing of the Covenant led by the former President of the Republic. The group present thereat were divided for the Break-out Session. The farmers group was entertained by Retired Generals Ralph Villanueva and Loreto Espinelli. The NIA employees group was met by General Romo G. Gan while the NIA Region 3 top management group was with the NIA Administrator General Ricardo R. Visaya.
