The Central Luzon RMC held its 2nd Quarter Committee Meeting which was facilitated by the Department of Agriculture Regional Field Office 3, through Regional Technical Director for Research, Regulatory and Integrated Laboratory Division, Arthur D. Dayrit, on behalf of RMC Chairperson and DA-RFO3 Regional Executive Director Crispulo G. Bautista, Jr., at the NIA Region 3 Farmers' Training Center in Tambubong, San Rafael, Bulacan on July 11, 2023.
The meeting aims to discuss Programs, Projects, and Activities of the participating agencies such as PhilRice, PhilMech, ACPC, NIA, etc.
NIA R3 Regional Manager Josephine B. Salazar took this opportunity to motion for the creation of the Regional El Niño Task Group which is not only relevant to NIA but for the whole Agriculture sector.The immediate measures to counter the effects of reduced water allocation of NWRB for irrigation to about 10,000 hectares of agricultural land in Bulacan and Pampanga were discussed by the NIA Region 3 team of RM Salazar, EOD Manager Christian C. Manalo, and Bulacan IMO Manager Placida C. Cordero. Moreover, RM Salazar noted the challenges on the RSBSA registration of our Irrigators Associations, which was positively answered by the DA-RFU, wherein they will be providing a team who shall visit our Irrigation Management Offices to better assist our IAs with the registration.Alternate Wetting Drying (AWD) Training for our IAs was also laid out, as well as the insurance for the farmers' machinery and crops.
Other important matters presented and discussed by the RMC members were strategies to address issues such as:
*Identification of possible El Niño affected areas using the vulnerable map of DA-RFU,
PAG-ASA forecast and projected available water
*Status of Seed Stocks in Region 3 and Seed Positioning
*Use of Short or Early-Maturing and Drought-Resistant seeds variety
*Shift to High-value crop seeds with the guidance of BWSM to avoid overproduction of
High-Value Crops per municipality
*Coordination Meeting involving all Provincial Agriculture Officers was recommended for a
better approach to various activities
This endeavor was a success because of the Bayanihan among the agencies under the Regional Management Committee - with a common goal of achieving sustainable agricultural development that will further achieve food sufficiency, self-reliance, and improvement of our farmers' quality of life.
