The farming community in the Municipality of Floridablanca, Pampanga extends its heartfelt gratitude to Engr. Ruben R. Llamas, Division Manager of NIA Pampanga-Bataan IMO, for his swift and effective response to their concerns. Engr. Llamas demonstrated exceptional leadership by addressing the urgent need for irrigation improvements. Pastor Arnel C. Liangco, Vice Chairman of Civil Society Organization - Empowering Leaders for Transformation, Inc. (Floridablanca), praised Engr. Llamas for his immediate action in installing new irrigation pipes and repairing old, clogged ones. Mr. Liangco highlighted that Engr.
